Dear yellow taxi vehicle owner,

All taxis must still receive and pass three vehicle inspections per year. However, in a move to improve capacity at TLC’s Woodside Inspection Facility and improve convenience for taxi owners, your first taxi inspection in 2019 will occur at an offsite DMV inspection facility of your choice. 
Your first vehicle inspection in 2019 will not occur at TLC’s Woodside Inspection Facility. The second and third vehicle inspections in 2019 will occur at TLC’s Woodside Inspection Facility as usual. 

What this means for you:
• Between January 1, 2019 and April 30, 2019, your taxicab must pass a safety and emissions inspection at any authorized New York State inspection facility during the month your inspection sticker expires. For example, if the inspection sticker on your vehicle expires in the month of March of 2019, you must have your taxicab inspected between March 1, 2019 and March 31, 2019.
• If your taxicab is scheduled to retire between January 1, 2019 and April 30, 2019, you may continue operating your current vehicle until your next inspection at TLC’s Woodside inspection facility. You must still take and pass a vehicle inspection during the month your inspection sticker expires.
• Any payments you have already made to the TLC for your January 2019 through March 2019 inspection will be credited back to you at your next renewal.

Additionally, as a result of industry hardship, the New York City Council is considering legislation to study the medallion industry. TLC has withheld enforcement against any medallion owner who has been unable to pay their renewal fee and TLC will continue withholding this enforcement while the Council considers legislation.
